Alexander Konovalov urged to find a balance between sexual minorities and the society
Justice Minister Alexander Konovalov believes that a decision the ban of the St Petersburg Gay Pride March has to be reviewed by a Court.
This is the position he expressed in June 24 during a conference on the monitoring and the enforcement of the law which took place in the presidential library in St Petersburg as reported Fontanka.ru
Nevertheless, according to Konovalov, most importantly to "the exercise of the rights to freedom of expression, activists should find an optimal balance between their own position and the rights of other citizens"
"If a balance between an extraordinary behavior, and others is met , it would show that we live in a civilized state" said Konovalov.
In the last years, Russian courts of all instances: from the first instance up the Supreme and Constitutional Court have always upheld the bans imposed by Officials on any public actions organized by gays and lesbian.
As a member of the Council of Europe, the highest court in Russia is the European Court of Human Rights, which is expected to give a decision this year in the bans of Moscow Gay Pride in 2006, 2007 and 2008.
